Facing a lawsuit and in the midst of opening a restaurant, Bowie is also working on a new spot called Dripped Donuts
Chef Don Bowie, who runs the kitchen at wildly popular Midtown brunch spot Taste, has yet another eatery in the works.
As Eater reported earlier this month, Bowie recently received Texas Alcoholic Beverage Commission permits for a spot on Washington Avenue to be called Rare Restaurant & Lounge. Now it appears he has a third restaurant under his sleeve — a doughnut shop on Washington Avenue.
A job listing on Poached for a pastry chef lists Culinary Matters, Bowie’s company, as the hiring party, with restaurants Taste, Rare, and a new name — Dripped Donuts — under its umbrella. The business already has a nascent Facebook page, but details on the types of doughnuts that the shop will serve are scant.
According to business filings, Dripped will be located at 5909 Washington Avenue, just a few blocks west of Rare’s location at 4105 Washington Avenue. Bowie hasn’t announced an opening timeline for Dripped Donuts, and declined to provide comment.
Even as the chef is working to open two new restaurants, he’s endured some controversy in recent months. In June, his business partner at Taste, Dallas restaurateur Kevin Kelley, filed a lawsuit against Bowie in Harris County accusing the chef of outright theft and the misappropriation of more than $800,000 in cash and company property from the restaurant. That litigation is still pending, and Bowie filed a general denial of all of Kelley’s claims with the court.
Earlier this month, a bartender at Taste went viral on Twitter after claiming she was fired for tweeting about the restaurant’s lax safety protocols around COVID-19. That same bartender later tweeted that a coworker from Taste had died after contracting COVID-19.

Election 2020: Update on the Senate
Control of the Senate will determine the environmental views of new judges and whether any environmental legislation can pass. In August, I’ll start looking at the environmental stakes in specific Senate races. Here’s why Senate control is so important and where things stand right now.
Basically, the question is whether Mitch McConnell retains his grip on legislation and judicial appointments. Control of the Senate will have a big impact on post-2020 policy in many areas, notably including the environment (and climate policy in particular). If Biden wins, Senate control will give him a shot at enacting new environmental measures and appointing judges who are receptive to environmental regulation. If Trump wins, Senate control will determine whether he can continue to pack the lower courts (and maybe the Supreme Court) with anti-regulatory judges.
To flip the Senate Democrats need a net gain of three seats if Biden wins (because his Veep would cast the tie-breaking vote); otherwise they need a net gain of four.
Two months ago, I took a look at the views of forecasters (Cook Political and Larry Sabato) about key Senate races. I concluded that the Republicans had the edge but the Democrats were making headway. This table shows where things are now. I’ve added adjectives where the two forecasters disagree — “leans slightly” means that one forecaster said the case was a toss-up and the other said that it leaned toward one side. “Leans clearly” means one said “probable” and the other said “leans”.

The relatively lack of movement could be partly a function of infrequent polling, partly because voters aren’t thinking about down-ballot races yet.
It’s also possible that other Senate seats may now be in play. Cook recently moved the Iowa and the other Georgia Senate race (involving incumbent David Perdue) to toss-up.
As the presidential race firms up, some of the Senate races may become clearer. Individual Senate candidates, their ability to raise money, and how well they run their campaigns will matter. But in the end, the most important factors may be crises we have faced this year with the coronavirus, the economy, and public protests. They will undoubtedly have a major influence on the presidential election, which will spill over into the state races.

Montrose Mainstay Acadian Bakery Shutters After 40 Years
The iconic cake spot’s space is currently up for lease
Montrose’s Acadian Bakery, a longtime stalwart and source for many a Houstonians’ king cakes, has closed after more than 40 years.
The bakery’s newest owner posted to Instagram on March 18 that the shop would be closing temporarily due to the Covid-19 pandemic. That closure is now permanent, according to leasing agent Jonathan Kagan.
On Tuesday morning, construction workers were seen working inside the building, at 604 W Alabama Street, and a large dumpster full of demolished building material was parked outside. The building’s distinctive signage and murals had also been removed.
Back in November, Outsmart Magazine reported that Acadian’s then-owner, Sandy Bubbert, was selling the shop after 40 years. Bubbert, who is in her mid-70s, started as an employee of the bakery, where she helped add lunch items like the much-loved hamburger. In return, the two owners, a pair of gay men from New Orleans, taught Bubbert how to bake. In 1979, she bought the bakery from its owners when they moved back to Louisiana.
Over more than four decades, the bakery became a mainstay in the Montrose. Outsmart chronicled Bubbert and the bakery’s longtime advocacy of the gay community. In the interview, Bubbert recalled the loss the community suffered during the AIDS epidemic — especially Montrose’s hospitality industry, which included many gay-friendly nightclubs, bars and restaurants. “We had a lot of talent in our community, but we lost so much of it to AIDS,” she said. In 1997, the bakery suffered another loss. An electrical fire on Thanksgiving Day destroyed the shop, taking with it Bubbert’s family cookbooks.
In addition to its beloved king cakes, the bakery was well-known for other special occasion pastries. In 1989, Bubbert baked a giant cake shaped like the Texas State Capital — large enough to serve 500 people — for the inauguration of Governor Ann Richards, sleeping in her truck overnight in Austin to watch over the dessert before delivering it. A reviewer on Facebook wrote that when he worked at the White House, Houstonian and former First Lady Barbara Bush would frequently request cakes from Acadian Bakery. In addition, Bubbert’s wedding cakes were highly sought after throughout Texas.
The bakery’s new owner, a woman named Madeleine, posted an introduction to Instagram on January 11, saying she was excited to be taking over the historical business. Just two months later, the bakery was forced to close due to Houston’s stay at home order. Leasing agent Jonathan Kagan told Eater that in part due to the coronavirus, the takeover of the bakery just didn’t pan out as expected.

Planning a Green Recovery
The economy crashed during the lockdown. Although a recovery has begun, government action will probably be needed to sustain it. We should seize this opportunity to make progress on sustainability.
It’s hard to know the long-term economic impact of the pandemic. As Nobel-prize winning economist Robert Schiller has said, “Big events like a pandemic have the potential to leave behind a trail of disruption. They can create social discord, reduce people’s willingness to spend and take risks, destroy business momentum and shake confidence in the value of investments.” These events are rare, which makes predictions difficult. The Congressional Budget Office projects, however, that the economy won’t fully recover until around 2028.
We know from Barack Obama’s Recovery Act that stimulus programs can dramatically further progress on sustainability. Obama’s Recovery Act set aside $90 billion for clean energy generation, electric vehicles, transit, and training for green jobs. The federal government offered developers cash for up to 30% of project costs. The U.S. reached the Energy Information Agency’s forecast of U.S. renewable capacity for 2030 nearly twenty years ahead of time.
This may be an especially propitious time to expand renewables and electric vehicles, because fossil fuels are faltering. BP and Shell recently wrote down their assets by around $20 billion apiece due to the coronavirus and anticipated climate actions. Oil prices are still a third below 2019, Many new projects have been cancelled, including an important natural gas pipeline. Coal plants have closed.
At the global level, the International Energy Agency has proposed cutting energy-sector carbon emissions by $4.3 billion tons by 2023. With global annual investment of around $1 trillion over the next three years, nine million jobs could be saved or created. The agency’s plan calls for devoting one-third of spending to efficiency improvements that can be implemented quickly. Those improvements will ultimately save money for businesses and consumers.
The EU is also putting its money on a green recovery. Germany provides one model for what can be done. A third of its $145 billion COVID stimulus plan devotes will go to public transportation, electric vehicles and renewable energy, with no money provided for combustion engine vehicles. Addressing transportation will be especially important in the U.S. because the pandemic has hit public transit systems so hard.
House Democrats have proposed a green infrastructure plan focusing on green initiatives, resiliency, and reducing transportation emissions. There’s no chance of passing anything like that in the current Senate. We’ll see if the next election changes the political calculation. After November 3, we should have a much clearer idea about the prospects for a green stimulus.

SNAP recipients can pick up free produce at Houston-area farmers markets
Double Up Houston, a program from Urban Harvest Farmers Market that matches Supplemental Nutrition Assistance Program (SNAP) funds for the purchase of fresh fruits and veggies, has increased the daily amount SNAP users can spend at six Houston-area farmers markets. In response to rising food needs, in part due to the coronavirus pandemic, Double Up will now match up to $30 a day on fruits and veggies. In addition, the program is offering a $5 coupon available through the end of August for new customers.
SNAP customers can use their Lonestar or EBT card to get the matching funds at the following markets: Blodgett Urban Gardens, Hope Farms, Finca Tres Robles, Northeast Community Farmers Market, Plant It Forward Farms, and Urban Harvest Farmers Market. In addition, customers can pre-order boxes by visiting the Double Up website.

#AskChefsAnything, the virtual fundraiser in which people could bid on 30-minute personal Zoom conversations with local chefs and tastemakers, raised roughly $15,000 in less than a week for the Southern Smoke Foundation, according to a press release. That money will be earmarked for Southern Smoke’s Emergency Relief Fund, with a specific focus on providing support for immigrant restaurant workers.
This was the tenth iteration of the #AskChefsAnything fundraiser since April, and each event has focused on a different city. The chefs and food personalities who received the highest bids in Houston were Chris Shepherd ($1,250), Aaron Bludorn ($1,000), andJustin Yu ($640).
Dawn Burrell leaves Kulture
James Beard-nominated chef Dawn Burrell has left Downtown comfort food spot Kulture to focus on her next project, a meal-prep service called PIVOT, Houstonia Magazine reports. The PIVOT initiative was originally founded by women-led culinary network I’ll Have What She’s Having in the wake of COVID-19. The idea behind PIVOT is to provide families facing new challenges of working from home, home schooling and more with prepared meals and meal kits featuring local and organic, sustainably grown ingredients, according to Burrell’s website. A portion of proceeds from PIVOT will feed seniors living in Houston’s Third Ward. Burrell also told Houstonia that she’s working on an idea for a new restaurant.
Saint Arnold Brewery is open again
After a series of confusing rulings from the Texas Alcoholic Beverage Commission, some Texas-area breweries are reopening, including Saint Arnold Brewery, according to the Houston Business Journal. TABC has clarified that the 51% calculation of gross receipts used to determine whether an establishment is classified as a bar or a restaurant should only include the sale of alcohol for on-premise consumption, which excludes to-go, retail and wholesale sales of alcoholic beverages. Previously, TABC said that sales to distributors, which make up the bulk of brewery sales, had to be included in the total.
These new guidelines mean that breweries that serve food, include Saint Arnold, can reopen as restaurants at 50% capacity. In an Instagram post, the brewery thanked its fans for pressuring Texas Governor Greg Abbott and the TABC to make the change. The brewery had previously said the closure could lead to the laying off of up to 75 employees.

Election 2020: State Legislatures
The key political races aren’t just about the White House or Congress. Control of state legislatures will also be important in shaping climate and energy policy — not to mention their ultimate effect on the composition of the U.S. House due to redistricting.
One of my themes is the importance of state government to climate policy. The sad fact is that the political parties have opposing views on climate change, somewhat ameliorated because renewable energy has some support from Republicans. The Republicans have had a strong grip on state government since the early Obama Administration. That grip weakened in 2018, and there could be more to come in 2020. (Or not, of course.) And obviously, the coronavirus could upend everyone’s political assumptions. But here’s where we are now.
Let’s start with two states where Democratic control of the state legislature is a reasonable possibility.
- Arizona: Democrats need to pick up two seats for a majority in the state House and three seats in the Senate.
- Minnesota: Democrats need to win two seats for a majority in the state Senate. They won control of the state House in 2018.
There are several other states where Democrats are close to taking one house of the legislature. That wouldn’t allow Democrats to legislate, but it would give them a seat at the table. In particular, it would give them veto power over bad legislation.
- Iowa: Democrats would need to pick up four seats in the Iowa state House.
- North Carolina: Democrats need to pick up six seats for control of the state House.
- Wisconsin: Democrats are three seats away from a majority in the Wisconsin state Senate. That would give the Democratic governor a lot more maneuvering room.
- Michigan: Democrats need four wins to flip the Michigan Senate. As in Wisconsin, that would be a boost to the Democratic governor.
- Pennsylvania: Democrats are five seats from a majority in the Senate. They might also conceivably win a majority in the House, but that’s a heavier lift.
Florida, Georgia, and Texas are possibilities for gaining control of at least one house of the state legislature, but they would require a strong wave, since the Democrats would need to pick up at least ten seats.
From an environmental perspective, Arizona may be the most intriguing of the possibilities for flipping the legislature. It has long been a conservative stronghold, dating back at least to the days of Barry Goldwater. In terms of climate policy, Arizona has been backwards. According to the Energy Information Agency, “Nuclear power, coal, and natural gas provide almost equal shares of Arizona’s net electricity generation, and in 2017, together they fueled a total of 88% of the state’s utility-scale net generation.” There’s obviously a lot of room for improvement there. Polls suggest that Arizona is close to flipping in this election cycle.
A lot of this will depend on the strength of candidates and how much funding they get in swing districts. But a lot will depend on something out of their control: how well the Democratic presidential candidate runs in these states. These states are nearly all considered swing states in the Presidential election, so you can be sure they’ll be hotly contested.
